County staff described a no-cost contract (26-111) with Spadlock Industries LLC to fabricate and install a custom memorial bench and concrete pad near Black Eagle Park to honor Josie McClain.
A presenter said the fabricator "is donate his time and all the resources" and that the bench would be located on county property just east of Black Eagle Park, not inside the park itself. The presenter explained that McClain, a former schoolteacher who spent time at the park, inspired the request by local residents and family.
The contract as described in the work session indicates no cost to the county; staff noted the county will place the bench on parcel 0002619950 and will finalize the necessary paperwork. Commissioners did not raise objections during the presentation.
