Council authorizes liens for city demolition costs after properties deemed beyond repair

Staff explained that four addresses in the resolution were deteriorated past restoration thresholds (exceeding 75% of assessed building value), were ordered demolished and became city-contracted demolition work. The city sought council authority to place liens on the properties to recoup demolition costs.
A staff presenter explained that property owners had been given proper notice and opportunities to correct conditions and that the city hired an independent contractor to remove structures when owners did not act. "We followed the law...proper notice was given to all of the owners opportunity to correct was provided," staff said.
Council raised questions about whether owners — including a homeowner who had been hospitalized — were adequately reached; staff replied they provided extensions and remained in contact with families. Council then moved and approved the resolution to place liens to recover costs.
The resolution passed by voice vote; staff noted procedures and contact information for further questions and offered to provide more program-specific referrals (e.g., SHIP senior home improvement) for residents in similar circumstances.
