Zillah approves consultant agreement for First Avenue pedestrian project, cites $850,000 TIB success on 7th–8th streets

The City of Zillah approved Resolution No. 2025‑01 to execute a consultant agreement with HLA for the First Avenue Pedestrian Improvement Project, continuing implementation of the Council‑adopted Downtown Revitalization Plan. Staff said the First Avenue project is funded in part by a Washington State Transportation Improvement Board (TIB) grant (project C‑E‑947(003)‑1) and will proceed to bidding after consultant design work.
City Administrator Michael Grayum and city engineers Ben Annen and Brad Cooper reviewed the Revitalization Plan and the city’s recent infrastructure work. Staff noted that 7th and 8th streets were completed using an $850,000 TIB grant and that the First Avenue Pedestrian Improvement Project is supported by a separate $700,000 TIB award. The council voted to approve the consultant agreement by unanimous vote (Resolution No. 2025‑01).
