City Administrator Michael Grayum presented an update on the City of Zillah’s work to develop its first strategic plan, summarizing retreat notes and results from the city’s first community survey and a staff visualization of priorities. Grayum told the council that the next step is for elected officials to confirm priorities so staff can translate them into measurable objectives and benchmarks that will be folded into the city budget.
Grayum said council direction is needed to create an integrated framework of priorities, department plans and employee development goals. Mayor Scott Carmack echoed the need for clear priorities to guide spending and implementation. The council agreed to continue reviewing the draft documents and propose refinements at the next council meeting before staff develops detailed objectives and performance benchmarks.
