Zillah Council authorizes obligation of remaining ARPA funds; splash park moved to Stewart Park

The City of Zillah Council on Dec. 16 authorized the Mayor and department directors to obligate and expend remaining American Rescue Plan Act State and Local Fiscal Recovery (ARPA‑SLFRF) funds, following a staff recommendation and council discussion. The motion, moved by Councilmember Janice Gonzales and seconded by Councilmember Beth Hustead, passed unanimously.
City Administrator Michael Grayum told council staff had identified savings by moving the previously planned splash park from Loges Park to Stewart Park and presented options to obligate excess ARPA funds within Treasury Department guidelines. Grayum outlined allowable obligations including placing an order, entering contracts, interagency agreements, legal or administrative costs, and personnel costs for positions that existed and were filled prior to Dec. 31, 2024. The study-session minutes also record that staff and council support relocating the splash park and obligating ARPA funds to advance construction.
