Dawn Andrews of Public Works Real Estate explained the negotiated deal: the owner asked the city to convey a narrow portion of Lot 12 for his parking expansion in exchange for selling the four lots to the city at a price slightly above appraisal; the contract also includes the seller conveying a 53.5‑foot easterly strip of Lot 12 to the city as a drainage easement. The parcels are intended to create a parking area to support consolidated Development Services and Parks & Recreation offices already purchased on Santa Barbara Boulevard. Council approved Ordinance 44‑26 on a unanimous roll call.
