The Village Board of Commissioners adopted Ordinance 2026-10 on second reading and final passage during its May 12 meeting. Mayor Adam MacNeill read the ordinance by title: "AN ORDINANCE TO EXCEED THE MUNICIPAL BUDGET APPROPRIATION LIMITS AND TO ESTABLISH A CAP BANK (N.J.S.A. 40A:4-45.14)." The Village Clerk presented an affidavit of publication showing legal notice had been given; the board then voted to adopt the ordinance by roll call, with Commissioners Anlian, Gerken, Mirza, Portorreal and Mayor MacNeill recorded as voting YEA.
The ordinance, as read, would permit the municipality to exceed the municipal budget appropriation limits and establish a cap bank under the cited New Jersey statute.
