Resident reports suspicious activity at newly licensed sober‑living property; council says special counsel is monitoring
Summary
A resident reported a suspicious person near a newly licensed sober‑living house and asked what recourse the borough has. Council said the property obtained a state license and the borough's special counsel is reviewing compliance with local ordinances; residents were asked to forward evidence to committee members or special counsel.

Christine Clark identified herself from 98 Charles Place and said neighbors observed a person hiding in shrubbery near a property that recently received state licensure as a sober‑living house. She asked whether there was any recourse under borough ordinances and whether the police had filed a report.
"They had previously been notified that, they could not operate a sober living house, under our own local town ordinance," the council said on the record when responding to concerns. Council indicated the borough is monitoring activity, the special counsel has a strategy and that any observed activity should be reported to the committee members or through the borough email so the special counsel can act.
Council advised that limited details can be disclosed publicly while attorneys are engaged, and encouraged residents to pass along information (police reports, dates, and photos) via email so staff and counsel can investigate. The council reiterated that if the house appears to be operating in violation of the local ordinance staff and counsel will address it.
