The borough engineer recommended the council award the alternate scope of the Fred Street drainage improvements to Zaccaro Incorporated for the alternate bid amount of $185,972 to correct chronic ponding that floods a driveway and portions of Fred Street in heavy rain.
"So my recommendation would be to to award it to Zakaro, Inc, the alternate bid," the borough engineer said during the bid review. The engineer explained that one submitted bid was found nonresponsive and withdrawn, leaving two responsive bidders; the alternate scope targets the immediate problem at the Hackensack River easement and the ponding at the first bend on Fred Street.
The council adopted the bid award resolution and directed that the contract documents be forwarded to Zaccaro Incorporated, the borough engineer and the borough treasurer. The engineer said the alternate bid keeps the project within the current DOT grant structure and that if the project proceeds well there is the option to add pre‑priced extras up to the contract allowance and remain eligible for DOT reimbursement.
