Mayor Janet W. Tucci opened the caucus meeting on March 18, 2026, and stated that "in accordance with N.J.S.A. 10:4-6 adequate notice of this meeting of the Mayor and Council has been provided." She then listed four subjects the council planned to discuss in executive session after the public meeting: shared services with Oceanport; possible litigation; County Tax Board judgments; and fire department personnel matters.
The caucus record provides the topics to be discussed but contains no public deliberation or detail about any of the items. The listing places those matters on the council's closed-session agenda; under New Jersey law (N.J.S.A. 10:4-6) certain topics may be discussed in executive session and withheld from public minutes until the council decides otherwise. The transcript does not record whether the executive session would produce formal action, a report back, or timelines for any follow-up.
The council subsequently moved to adjourn the caucus at 6:38 p.m.; members indicated the executive session would occur after the public meeting that evening.
