Monroe Public Schools reports early-grade reading gains but says higher-grade gaps persist

Superintendent Shell turned the July 22 work session over to Andrea, a Monroe Public Schools staff member, for a district presentation on i-Ready and MSAP results. Andrea explained the district’s tier framework — Tier 1 at or above grade level, Tier 2 within one year, Tier 3 more than a year behind — and said kindergarten through 2nd grade showed the clearest year-over-year gains. "We reduced down to only 1% of that 1st grade being in this Tier 3," Andrea said, pointing to progress in early grades while urging caution about older cohorts.
The presentation included multi-year charts to show beginning-, middle- and end-of-year trends going back to 2022. Shell said the district's goal for next year is to lower the share of students in Tier 3 and lift multiple grade levels into Tier 1, targeting a 40%+ Tier 1 rate for most grades. Board members asked for further disaggregation by preschool source and a fall update when the next diagnostic and state results are available.
