Overflow Cafe worship nights moved off Main Street after council concern over weekend parking

The Richmond City Council declined to approve an Overflow Cafe request to use the municipal Main Street parking lot for two outdoor worship nights and instead approved the events at Beebe Street Park with permission for limited signage.
City Manager (S7) introduced the request for worship nights on Aug. 22 and Sept. 19 with alternate dates. During discussion, Chair (S1) said he had spoken to local business owners and objected to moving the event to Main Street on a Saturday, noting it could displace restaurant parking: "I don't understand why it's gotta be on Main Street in the parking lot on a Saturday, which is prime time for our restaurants in that block." Several council members agreed the park would be a better venue on a Saturday to avoid conflicts.
A motion to approve the municipal parking-lot location (moved by S9) was put to a vote but defeated after members voted "nay." Council then approved a motion by S4 to allow the Overflow Cafe worship nights in Beebe Street Park on the requested dates, with permission to place directional signage of a size consistent with other city yard signs. The motion passed on voice vote.
Council discussion focused on minimizing disruption to businesses and coordinating with existing community events (the class reunion and Richmond Community Theater events were mentioned). The approved motion included signage to help attendees find the Beebe Park location.
