Mayor Janet W. Tucci opened the March 4 caucus meeting and announced that the Mayor and Council would go into executive session after the public portion to discuss four items: the International Property Maintenance Code, fire-department personnel, a labor-attorney request for proposals, and administrative personnel matters. The meeting record states the council "would go into executive session following the Council meeting, with the possibility of returning to the Council meeting to take action on one item."
