Unions and child-welfare providers urge oversight as state relies more on nonprofits

Edgar Guerra of SEIU told the committee that, as the state increasingly partners with nonprofit contractors to deliver services, "transparency and accountability remain central" and that public dollars should have strong oversight; he also said civil-service hiring should remain preferred where appropriate.
Jennifer Fearing, representing Cal Nonprofits, thanked DOJ and committee staff for the registry work and said the new online system could significantly ease long-standing registration and renewal problems if it works as designed.
