City Manager Turner told council this amendment ensures the city’s contract record in Oracle matches incurred expenses and allows the city to fully utilize available federal grant funds before the Healthy Homes grant period expires on 09/30/2026. Council members asked about prior monitoring and why multiple eligible amendments were not previously processed as budgeted; Turner said the city is performing a cleanup of Oracle and contract records and acknowledged that prior amendments were eligible but not formally executed. The resolution passed by roll call; staff and Renovation Alliance leadership were present to answer questions.
