Board hears legislative update: STAR to be replaced by 'student success tool' in 2027–28

"The last year for the STAR is gonna be, next year, and then they will STAR is gonna be replaced," Staff member (speaker 1) said, describing a move to a beginning-, middle- and end-of-year assessment model beginning in the 2027–28 school year. The new Student Success Tool was presented as similar in cadence to the district's current MAP testing but with an emphasis on more frequent performance checks and faster reporting.
Speaker 1 said end-of-course (EOI) testing will remain for certain high-school courses (Algebra I, biology, English I and U.S. history) while removing English II as a separate required assessment; the writing portion will be administered in April with the districts to receive results within two business days of test completion. The staff presentation warned that districts will need to contract or align new assessments and that committees of current Texas teachers must review test items before administration.
Trustees asked timing questions; staff said the bill awaits the governor's signature and implementation will begin in the 2027–28 school year. The presentation focused on planning and technical work the district must do to align local assessment schedules and vendor agreements if required.
