CDPH unveils two‑year action plan to advance Black birth equity

Matt Green, deputy director of CDPH’s Center for Family Health, told the committee that despite overall declines in maternal and infant mortality, Black birthing people in California still face substantially higher pregnancy‑related mortality (about 56.5 per 100,000 births compared with about 15 per 100,000 for White birthing people).
Green described CDPH’s January 2026 two‑year Advancing Black Birth Equity Together action plan, co‑developed with community leaders and advisory groups, that focuses on culturally responsive services, policy implementation, data improvement, and investments in community‑based solutions such as doulas and community doulas. “This 2 year action plan is currently underway and translates community recommendations into a coordinated department wide commitment to advancing black perinatal health outcomes,” Green said.
He highlighted promising program data from Black Infant Health and the Perinatal Equity Initiative, including peer support and doula programs that reported improved engagement, breastfeeding initiation, and postpartum visit completion. Green urged continued coordination with DHCS and local jurisdictions to scale effective community‑based models.
