Urbana Civilian Police Review Board issues split rulings in two appeals

The Civilian Police Review Board in Urbana met in a special session to consider two appeals stemming from 2026 and voted publicly on five findings the police chief issued. After deliberating in closed session, the board returned to the chamber and recorded outcomes on each subpart.
Chair opened the public voting process and stated the board would vote on the five subparts individually. On complaint 2026-03, the board voted “not sustained” for subpart 1 — disagreeing with the chief’s finding of misconduct, dishonesty and violation of the complainant’s rights — with the motion carrying on a roll call. The board also voted to “not sustain” the chief’s finding that the officers lawfully detained and searched the appellant (subpart 3) and to “not sustain” the chief’s separate finding on de-escalation (later section O2).
On subpart 2, the board recorded a finding that there was insufficient evidence as to racial profiling; that motion carried with a 3–1 roll-call result. On the allegation of excessive force (subsection 4), the board split 2–2 and the Chair announced the motion did not carry; the board left that item unresolved in light of the tie and cited ordinance limitations on outcomes for even-numbered memberships.
The board said it would draft a letter to the police chief reflecting its determinations and discussion. The Chair thanked the appellants and department representatives for their preparation. The board adjourned and noted its next regular meeting will be Wednesday, Aug. 26 at 5:30 a.m., with no appeals scheduled for that session.
