Staff noted the surrounding area contains multiple similar rezonings and that notification requirements under state statute reach property owners within 300 feet. Staff recommended approval and to waive platting for the current application.
Several neighbors spoke in opposition or with questions. Martha Schmidt asked why some neighbors did not receive mailed notice and whether barns, businesses, and animals on adjacent lots would be affected; staff explained that the statutory 300‑foot notice was used and that the rezoning changes only the applicant's parcel unless additional owners seek changes later. Dustin Hahn described concerns about tree removal, runoff from nearby detention work, and lack of city water and hydrants in the area; staff said small septic systems and gated fire access planned in nearby subdivisions mitigate some concerns. Applicant April Barker said the new home would sit about 45 feet from the adjacent property and that she does not plan to keep animals.
