Council introduced Ordinance 26-10 on Feb. 24 to appropriate a package of open-space expenditures — including a $500,000 lighting project and other line items — and to set the public hearing for March 10.
A council member objected to lumping roughly $1,387,000 of open-space requests into a single ordinance and asked for discussion and separate votes on particular items, saying she wanted public deliberation on the $1,000,000 real-property-acquisition line. "I would like to discuss this at this table in front of the public for the million dollars for real property acquisition and different funding options," the member said. The mayor and borough attorney clarified that an introduction does not adopt the ordinance and that members can vote it down or bring amendments at the public hearing stage. On roll call the ordinance was introduced; one member recorded an abstention during the roll call on the introduction.
Staff confirmed the list of proposed appropriations will be available at the public hearing and that any member may move to amend items before final adoption. The council directed staff to supply more detailed open-space-fund figures and options ahead of the March hearing.
