Council members asked for clarity about which parcels are included in the overlay and how density changes would be applied; staff and the borough attorney said additional redevelopment steps or amendments may follow if required. The council's action on Feb. 24 was to introduce the ordinances and schedule public hearings; final votes will occur at those hearings.
