Board waives land‑development requirement for BCWSA WWTP modernization, with conditions
Summary
Birmingham Township supervisors waived certain land‑development submission requirements for Bucks County Water & Sewer Authority’s wastewater treatment plant upgrades, noting impervious coverage would rise from 20.3% to 23.3% in an R‑2 district with a 20% maximum; BCWSA must comply with zoning, stormwater, and building codes.

Representing the Bucks County Water & Sewer Authority, Mikah Doak of Arro Consulting outlined proposed modernization work at the Township Wastewater Treatment Plant, including replacing tertiary sand filters with two Aqua MiniDisk cloth‑media filters and constructing a new 912 sq ft filter building; replacing chlorine contact tanks and chlorination/dechlorination equipment with an ultraviolet disinfection system in a building addition over the existing final treatment area; installing a 392 sq ft storage shed; and expanding the driveway for truck maneuvering. Doak described the improvements as modernization rather than expansion.
The Board voted to waive the land‑development submission and procedural requirements for the project as requested in the July 1 correspondence from Arro Consulting, but conditioned the waiver on BCWSA complying with all relevant Zoning, Stormwater Management and Building Code requirements. The minutes record that existing impervious coverage on the site is 20.3% and the proposed work would increase coverage to 23.3% in an R‑2 zoning district where 20% is the maximum; the Board therefore required regulatory compliance as part of the waiver.
