Board members asked why the percentage contribution from BDD changed between June and July; staff said changes reflect city requests, artesian production from some wells and active testing to ensure the system can operate under groundwater-only scenarios. Schneider and BDD staff said they have seen well-field recovery since 2011 and that three wells are currently artesian and flowing. Staff also noted repair and replacement work at Nichols Reservoir and new treatment testing as part of broader resilience measures.
Sandoval's presentation was procedural and informational; board members pressed for clarity about daily public reporting of flows and were told public flow gauges are available online for those who want daily data.
