City says $13 million is guaranteed for San Juan–Chama project; staff seeks more federal match

Bill Schneider told board members that a Department of the Interior grant covers up to 25% of the project and that $11,250,000 of that grant has already been received and appropriated for use. "So right now, we have a guarantee basically of 13,000,000," Schneider said, referring to the combined funds currently available while the city seeks additional federal matches.
Schneider also said the city has $2,300,000 from the New Mexico Water Trust Board dedicated to engineering design and that staff are pursuing conversations with other federal agencies to increase the total match. He said those additional requests must go through the state because of matching rules and that there are no guarantees the additional funding will be approved.
Schneider acknowledged current cost uncertainty—an earlier engineering report showed roughly $24 million, while recent estimates were presented as a broad range—and said staff are seeking increased federal participation before committing to construction. He plans to petition the federal government for additional funds in mid-August and will return with more precise estimates once design and procurement details are finalized.
