Councilwoman Suzanne Corbo opened and closed the public hearing without public comment before the council voted to adopt the ordinance on a motion by Councilman Matthew Atlas, seconded by Councilman Arthur Rees. Council President Anthony Floria-Callori and council members voted in favor; the measure passed with six affirmative votes.
Borough Counsel Yulieika Tamayo explained that the amended rules permit Classes A and B that allow for nonresident participation where specific industry knowledge is required, addressing councils' questions about eligibility. Councilman Tilton had raised a question about nonresident participation during discussion; Tamayo said the classification changes were intended to allow needed expertise while preserving resident representation.
The ordinance takes effect according to the borough's adoption rules; the council did not receive any public testimony during the required hearing. The council moved the item earlier in the agenda at Mayor Raymond's request and completed the vote that evening.
