Mother of two teens killed in crash urges stricter enforcement of laws

Jennifer Heiling described receiving a last text from her children and then learning they had been killed when an intoxicated driver traveling the wrong way struck their vehicle. She said the driver had a high blood-alcohol level, had failed to install a required interlock device, and never had a driver's license.
Heiling told the committee the deaths on 07/20/2025 devastated a small Minnesota town and that she and her family were left with unanswered questions about why the driver had remained on the road. "This entire tragedy was completely preventable," she said, and asked lawmakers to consider enforcement changes that would prevent future similar losses.
Her testimony was entered into the record; committee questioning of witnesses followed.
