Board places Porter & Chester evening LPN program on conditional approval, requests action plan

The board considered school business for Porter & Chester (Camden campus evening group) after DPH staff and school representatives presented NCLEX and program status data. The evening program reported no recent enrollments and a current 0% report for the program line shown to the board; school representatives said they paused enrollment to focus on day programs while working through remediation.
Board members expressed concern about a pattern of poor performance and the risk to students who pay tuition for programs that do not meet standards. "I'm just concerned for the students that pay money for this and for the public," board member Cindy Arpin said during deliberations. Attorney Liz Bannon reminded the board that conditional approval is a one‑year option under regulation and that removal from the approved list requires additional procedural steps, including a hearing and a recommendation to the commissioner.
After discussion the board voted to place the Camden evening program on one year of conditional approval, request a corrective action plan and ask to be notified when the program intends to resume admitting students. The board set an expectation that the corrective action plan be provided in time for review (parties later agreed October as a reasonable submission date). The board indicated further review (site visit, progress reports or on‑site follow up) could lead to a recommendation for program removal under the regulations if deficiencies remain uncorrected.
