Mother describes daughter's catastrophic injuries in testimony blaming sanctuary policies

Miss Fox framed her testimony as illustrative of the human consequences she attributes to sanctuary policies.
She asked lawmakers to "tell our stories" so policy could change and prevent further tragedies; the committee entered written testimony into the record and limited oral remarks to five minutes.
