Representatives for The Ark Little Angels and The Ark of Jesus Christ Deliverance Ministries attended the DRC to discuss a special exception for a daycare at 820 Park Avenue S. City staff told applicants they must resolve an outstanding code violation before any future approvals and that their onsite storage building does not meet front yard setback requirements. Staff also directed applicants to consult Fire Chief Campbell about whether a fire sprinkler system is necessary given the building's age and the condition of the existing tank; City Engineer Jim Monahan will contact the Fire Department to follow up.
Planning staff said the submittal lacked a site plan showing parking, drop-off, driveways, stacking and accessibility. Staff explained every daycare in the city goes through a special exception process and that a community meeting will be required; applicants understood and were asked to coordinate a sidebar meeting with city staff to discuss permitting and code issues. City Engineer Monahan moved to have the applicant revise and resubmit the Special Exception Permit for another full DRC review cycle; Building Official Skip Nemecek seconded and the motion carried unanimously 5-0.
