Representatives from Kimley-Horn (Regan O’Laughlin) and TCII Capital/EG3 Development (Jason Gloser) presented the Winter Garden Regional Shopping Center site plan for property at 14001 Colonial Drive W. City engineering noted the plan shows 78.5% impervious surface where the C-2 zoning maximum is 70%; staff advised increasing buffer areas and addressing stormwater management. The engineering comments also highlighted dumpster drainage concerns and suggested an oil/water separator may be needed; staff reminded applicants that a restaurant would require a grease trap separated from stormwater.
Planning staff reported the traffic study is under review by the city's traffic analyst and said the city will ensure the project does not negatively affect parking at the nearby Mosaic church. City Engineer Jim Monahan moved to have the applicant revise and resubmit the site plan for another full DRC review cycle; Building Official Skip Nemecek seconded and the motion carried unanimously 5-0.
