DRC requires Habitat Edgeway final plat revisions, bond and cost certification

Representatives for the Habitat Edgeway final plat (Allen & Company; Boyd Development Corporation; West Orange Habitat for Humanity) attended the DRC on March 26, 2025 for technical review. City engineering comments state a "Performance bond or letter of credit in the amount of 120% of the cost of all incomplete improvements shall be provided" and that the bond amount must include items such as Duke Energy street lighting (if unpaid), street signs, final lift of asphalt and required landscaping; a maintenance bond of 20% of improvement cost was also required. City staff clarified these requirements pertain to overall build-out costs including water meters and lateral connections.
City Engineer Jim Monahan moved to have the applicant revise and resubmit the Final Plat for staff review only; Building Official Skip Nemecek seconded and the motion carried unanimously 5-0. The minutes record that the final plat "will not be forwarded to the City Commission for approval without performance bond (unless C of C has been issued)." Applicants indicated they understood the bond requirements and the need to provide the engineer's certification of costs and the contractor's contract for the work.
