DRC directs resubmissions for four agenda items; minutes approved

The City of Winter Garden Development Review Committee approved the minutes from its March 12, 2025 meeting after a motion by Assistant City Manager for Public Services Steve Pash, seconded by Building Official Skip Nemecek; the motion carried unanimously, recorded as 4-0. Chairperson and Planning Director Kelly Carson opened the March 26 meeting at 9:32 a.m.
On substantive business the committee repeatedly directed applicants to revise and resubmit: City Engineer Jim Monahan moved to require the Habitat Edgeway final plat, the Boys & Girls Club lot split, the Winter Garden Regional Shopping Center site plan, and The Ark Little Angels special exception each be returned for further review; Building Official Skip Nemecek seconded those motions and each carried unanimously (either 4-0 or 5-0, as recorded in the minutes). The committee recorded specific technical requirements in staff comments, such as a 120% performance bond and a 20% maintenance bond for the Habitat Edgeway final plat.
