Consultants explained demolition is required by the FEMA grant as part of the recovery plan and will be procured under municipal bidding rules. Craig Daley and the team noted archaeological and historic‑preservation constraints — including SHPO consultation and reports of Revolutionary War campsite traces — that limit how deep demolition can go and add scope to the work. The team estimated demolition at about $3.3 million and said several large demolition contractors have provided preliminary budgets.
