"These records expose Operation Arctic Frost, the Biden FBI's internal code name for its sweeping dragnet targeting the entire Republican political apparatus," Epstein said.
Daniel Schwager, testifying as of counsel at Verdi and Ogletree and a former prosecutor, said many of the investigative steps at issue are normal in complex matters. He described the use of noncontent phone-record subpoenas and nondisclosure orders as common investigative tools and urged the committee to examine predication and constitutional protections before concluding misconduct had occurred.
The witnesses diverged on remedies. Epstein suggested statutory changes including Senate confirmation for special counsel appointments and tighter internal controls over FBI political-targeting. Schwager emphasized careful review of evidence and predication standards before alleging unlawful or politically motivated conduct.
