Committee hears calls to build chip resiliency at home and with allies

Representative Billerakis told the committee that a Semiconductor Industry Association report estimated Taiwan-related supply disruption could reduce U.S. economic output by 11% and asked witnesses what steps the United States and allies should take to limit China's ability to disrupt supply chains.
Dimitri Alperovich said the CHIPS Act and planned fabs (including TSMC in Arizona) are important to U.S. resiliency but warned that investment must span both advanced and foundational 'logic and memory' chips. He urged allied cooperation with Korea, Japan and others to build additional capacity across the entire supply chain.
Witnesses said bolstering domestic manufacturing plus partner-country capacity will reduce strategic dependence; no new funding decisions were made at the hearing.
