Commission recommends Village Council approve demolition permit for 32361 Scenic Lane with tree-preservation guidance

The Franklin Historic Commission voted on Aug. 5 to recommend that the Village Council approve a demolition permit application for the property at 32361 Scenic Lane.
Greg Oliver of Templeton Building Company, appearing for the applicant, told the commission the structure is a one-story ranch originally built in 1976 with a 1991 dormer remodel and that asbestos remediation and temporary utility capping have been completed. He said, “We’ve done all the remediation.” Commissioners confirmed the property sits outside the historic-district boundary and does not qualify as a contributing historic resource, and they urged the applicant to preserve as much tree canopy as possible in future plans.
Commissioners discussed the number and placement of trees on the parcel and asked whether the driveway would remain; the contractor said driveway removal would be part of the demolition. A motion to recommend approval to the Village Council, with the additional recommendation to retain trees where feasible, was moved, seconded and approved by voice vote.
The recommendation is advisory — final approval rests with the Village Council. Commissioners noted that the demolition application packet (filed 06/15/2026) was the basis for their recommendation.
