Franklin homeowner cleared to add reclaimed caps to stone wall on Franklin Road

The Franklin Historic Commission on Aug. 5 recommended approval for a homeowner’s proposal to install reclaimed concrete caps on a low stone wall at 32663 Franklin Road.
Homeowner Clarence Claveras told the commission the sidewalk work associated with streetscape lowered the finished grade about eight inches, which made the wall appear shorter and exposed the top masonry to weathering. He said the caps would “actually keep, mulch and that from drifting out to the sidewalk,” and also help deter people from sitting on the wall during events, reducing a potential liability.
Commissioners reviewed drawings and samples, confirming the proposed caps are roughly 6 inches tall, 10 inches wide and about 3 feet long per piece, and that they would be mortared in with a matching mortar to the existing wall. A commissioner noted the caps are consistent with prior streetscape recommendations for other walls in the corridor and read the Secretary of the Interior's Standards for Rehabilitation (Standard 9) in discussion of consistency with historic materials and massing.
A motion to approve the project as presented was moved and seconded; the commission approved the recommendation by voice vote. The approval is a recommendation to the Village Council (the commission does not have final authority to issue permits).
The commission and applicant discussed installation details and alignment across the property; commissioners emphasized matching mortar and a consistent, level installation.
