Board awards Fetters Alley base bid at $3.65 million; staff says $612,000 needed for all alternates

The Michigan City Parks and Recreation Board on Aug. 5 approved awarding the base bid for the Fetters Alley Playground to Garriott Construction in the amount of $3,647,500 and authorized the related construction agreement.
Superintendent Deachem told the board two bids were received and "they were both over budget"; he recommended awarding the base bid now to keep the construction schedule (starting after Labor Day) while continuing to fundraise for alternates. Staff said earlier project budgeting cited an overall $5,000,000 project target that included design, permitting, equipment purchases and other costs, and noted the project is approximately $612,000 short of including all four alternates. Public commenter Scott Mellon asked for a funding breakdown and noted prior references to a $5 million target and a Google donation; staff clarified that $5 million was the total project budget—not only construction.
A board member moved to award the base bid and approve the construction agreement; the motion passed. Staff emphasized the base bid includes restroom infrastructure but said completing the restroom as a finished alternate depends on additional funds and change-order limits (the board was reminded the city cannot accept change orders that exceed 20% of the contract amount without additional approvals).
