Sam Brachheen of the Planning Department explained that the triangular lot has substantial stormwater runoff and abuts a railroad right‑of‑way, making single‑family development impractical. Victor Roden of West Texas Engineering said the request seeks a low‑intensity commercial designation appropriate to the site’s constraints. No speakers opposed the change during the public hearing.
Commissioners who voted in favor cited the parcel’s limited developability and adjacency to existing nonresidential zoning as reasons the change is appropriate. The council packet will include staff exhibits and the applicant’s rationale.
