The Lubbock Planning Commission unanimously voted against recommending zone case 3310E, a request by AMD Engineering LLC for Craig Ray Custom Homes to change property from Office to Neighborhood Commercial. The motion failed 0–5 and the item will nonetheless be forwarded to City Council for a first reading on Aug. 25.
Staff presented the site and said 53 notices were sent; five letters in opposition were received. Will Stevens of AMD Engineering described a likely initial use as a medical spa and emphasized that the plan would include a single driveway on Quaker Avenue and a seven‑foot masonry buffer along the alley. Several neighbors — including Wes McNeil and Sabrina Quintana — said the rezoning would create an opening for future, more intensive commercial uses like gas stations, microbreweries or restaurants that could alter the residential character.
Commissioners expressed concern about 'spot zoning' and the request’s inconsistency with the comprehensive plan’s low‑density residential designation. One commissioner argued that without a specific, binding development plan, granting neighborhood‑commercial zoning could allow uses the neighborhood did not intend. Because the commission’s negative recommendation is advisory, City Council will receive the full record and take up the matter at its Aug. 25 meeting.
