District outlines Teacher Incentive Allotment timeline; data capture begins 2025–26

Leah Bobbitt, assistant superintendent for WEST RUSK COUNTY CONSOLIDATED ISD, told the board the 2025–26 year is the Teacher Incentive Allotment (TIA) Data Capture Year, with beginning- and end-of-year assessments used to measure student growth for eligible teachers. “The 2025-2026 is considered the Data Capture Year with Beginning of the Year and End of the Year assessments given to determine student growth measures for eligible teachers,” she said.
Bobbitt said the district will adopt a spending plan in spring 2026, submit this year’s data to the Texas Education Agency in October 2026 and that Texas Tech and TEA will determine teacher designations between February and May 2027. She noted the state will not send TIA funds to districts until September 2027 and that the district must distribute any funds to designated teachers by Aug. 31, 2027. The presentation was informational; no board action was required.
