Staff presented a condensed handbook and refresher to help board members evaluate conservation projects and prepare for presentations to commissioners. "So the idea behind this is that last month we did an onboarding meeting with some of our new board members and we put together a handbook and a presentation to walk through just some of the basics around this board," a staff presenter said, describing the materials and the shared LCAP folder where materials will be posted at least a week before presentations.
The presentation explained two evaluation systems (a general project evaluation and a farmland-specific evaluation), the site-visit process, quorum and meeting rules, and the bond flowchart the board will use to assess whether projects qualify for easement-purchase bond funds (a project must meet at least two of four listed factors: location in a conservation focus area, environmental/scenic importance, recreational/water‑quality benefits, or time sensitivity/landowner hardship). Staff said board materials and application packets will be posted to a shared folder in advance.
