Board continues Clayton Crossing parking‑deviation request after members raise safety and parking concerns
Summary
The board continued a request from Clayton Crossing to reduce required parking from two spaces per townhouse to one after members said one space per three‑bedroom unit was inadequate; the applicant will return with alternatives such as pervious driveway strips, a condominium regime, or reverting to rental product.

Clayton Crossing’s applicant asked the Buncombe County Board of Adjustment for a parking deviation to count one space per townhome after subdivision placed some driveways inside the public right‑of‑way. Chad Carson, representing the applicant, said the previously approved layout still physically accommodates vehicles and that each unit includes a single‑car garage, but subdivision rules prevent counting some driveway areas as formal parking. The applicant proposed additional scattered visitor spaces and said the team is exploring pervious driveway strips and CCR/HOA enforcement to address the shortfall.
Board members repeatedly expressed concern that allowing one parking space for three‑bedroom, owner‑occupied townhomes would lead to long‑term neighbor and safety problems, including cars on sidewalks and enforcement difficulties once units are individually owned. Several members urged the applicant to pursue other options — including redesigns or a horizontal condominium form that would keep the parcel under common ownership — and the board voted to continue the case so the applicant can return with specific proposals.
