Board approves Laut’s Landing final plat despite neighbor objections over access

Dave Hockett, Dallas County Planning & Zoning Director, presented the final plat for Laut’s Landing, a three-lot minor subdivision that proposes access for Lot 1 from Old Portland Road and Lots 2 and 3 via a 50’x435’ easement to the south.
Attorney Dan Connolly, speaking for Alexander family property owners to the south, asked the board not to approve the plat until the developer and neighbors reach a mutual access agreement. Connolly said the neighbors do not have usable access and were expecting a mutual easement. "[Connolly:] ...this plat not be approved until the two parties have reached a mutual easement agreement," he said. Brett Baker, assisting the developer, responded that access exists for Lots 2 and 3 and that Lautner’s offer of an easement had been denied by the Alexanders.
After a brief recess the board closed the public hearing and approved Resolution 2026-0069, finding the petition met Planning & Development requirements and approving the final plat. The resolution notes no special restrictions or conditions.
The transcript records disagreement between neighbors and the developer over whether lawful, practical access exists; the board’s action was an approval of the plat itself and did not record a separate settlement or easement agreement between the parties.
