Bond counsel tells Wimberley ISD board Feb. 14 is last day to call a May 2025 election; district funds may not be used for advocacy

At the Jan. 29 meeting, bond counsel Stephanie Liebe of Norton Rose Fulbright advised trustees on statutory timelines and permissible district communications for a potential May 2025 bond. Liebe reminded the board that school-district bond elections are limited to May or November general-election days and that the election must be called no later than the 78th day before the election—making Feb. 14, 2025 the final day to call a May election. She also told trustees that ballot language must notify voters the measure will cause a property-tax increase and stressed that district funds may be used only for educational and informational communications, not for advocacy either for or against the measure.
Trustees were advised that bond counsel will provide additional guidance on legal and ethical considerations for public outreach and that campaign activity by outside groups is subject to separate rules. The board asked staff and counsel to prepare materials and compliance guidance so trustees may make an informed decision before the statutory deadline.
