North Riverside weighs IEPA loans and grants to fund $35M lead-line program

Finance Director Lawler told the Village of North Riverside Public Utilities Committee that the estimated cost to replace all lead service lines is "approximately $35 million," and described the Village's loan applications and other funding avenues. Lawler said the Village has applied for the IEPA Lead Service Line Replacement (LSLR) loan, which has a maximum of $4 million per year, and explained that loan proceeds "can only be used for lead line replacements, not the watermain upgrades." Committee discussion noted that replacing associated infrastructure (watermains, streets, valves and hydrants) will increase the scope and cost of work.
Lawler and other staff described the option of applying for an IEPA Wastewater and Drinking Water Loan to help cover watermain replacement costs and said staff will continue to pursue grants and gather additional information on alternative funding before upcoming budget decisions. Committee members discussed the potential financial impact on residents' water bills and asked staff to track loan application status and funding alternatives; staff agreed to provide updates to the committee as information becomes available.
