North Riverside committee reviews 10-year plan to replace lead service lines

The Village of North Riverside Public Utilities Committee met March 23, 2026, to review a proposed lead service line replacement program after federal timing for the mandate was accelerated. Public Works Director Vince Ranieri told the committee that "the Federal EPA mandate has now been accelerated to 10 years," and said the Village will need to replace about 10% of its lead service lines annually — "which is approximately 220 lines per year for the next 10 years." The committee heard that the program is expected to begin in 2027 and run through 2037.
Village Engineer Tom Brandstedt described dividing the Village into 10 work zones, with each zone containing approximately 220 lead service line replacements, and recommended replacing aging watermains at the same time while trenches are open. Brandstedt said the average age of the Village's watermains is "between 70-80 years old." Committee members were told the west side of the Village will be addressed first based on priorities from a 2021 water system analysis. Staff emphasized that replacing service lines will involve related infrastructure work on watermains, streets, valves and hydrants, increasing the project scope beyond private service pipes.
