North Riverside committee opens first reading of revised noise ordinance, removes block parties from draft

Village Administrator Scarpiniti asked the North Riverside Public Safety Committee to consider a first reading of a substantially revised Noise Ordinance intended to incorporate committee comments from October 2025 and clarify enforcement procedures. The draft would extend allowable hours for yard work and landscaping and add explicit language describing how sound would be measured for enforcement purposes. Staff recommended removing block parties from the Noise Ordinance so those events would follow a separate block party ordinance and permit process; the Committee unanimously concurred.
Committee members also discussed live music at residential properties and asked staff to monitor complaints into the spring and summer of 2026 and to gather procedures used by neighboring municipalities. Police Chief Ehrenberg discussed how the ordinance could be enforced under the proposed measurement language. Staff said they will gather any additional committee comments and, if finalized, expect the ordinance to be placed on the April 20, 2026 Village Board meeting agenda for full consideration.
