Weslaco ISD narrows 2025–26 shortfall to about $14.7M but trustees press for full fund‑balance picture
Summary
District staff told trustees that swift administrative actions and nonrecurring items have reduced the preliminary FY25–26 shortfall from $17.7 million to about $14.7 million, but trustees said the total drain on fund balance is larger once bond and insurance entries are included.

Weslaco ISD staff reported that preliminary, unaudited figures for the 2025–26 fiscal year show the district’s projected operating deficit has been reduced from a previously reported $17.7 million to roughly $14.7 million after a spending freeze and other administrative steps.
"Just a deficit of 14.7 as opposed to the 17.7," the district presenter said while reviewing the revised numbers. Staff emphasized the figures are preliminary and subject to change when the external audit concludes in November.
Trustee Mark Delos Santos pushed back during questions, saying the presentation’s format can obscure the full impact to fund balance because the slide separates a roughly $4.5 million estimated insurance shortfall and proposed one‑time receipts such as a farm land sale and bond interest reclassification. Trustees asked staff to present the total net effect to fund balance in a single line so the public can see the combined impact.
District staff said some of the one‑time adjustments are recorded as prior‑period or nonoperating entries that affect cash and fund balance differently than operating revenue. Staff also reminded trustees that the $4.5 million insurance deficit is expected to be managed through the district’s self‑funded insurance account rather than the general operating line items.
The board’s next steps: staff will refine departmental reduction figures and show an alternative presentation that aggregates the one‑time items and operating deficit together before the public budget hearing and regular board meeting scheduled for June 22.
