He said the ordinance will not go into effect until roughly Sept. 4 or 5, allowing a 30‑day warning period during which staff will distribute warning cards; parking citations will follow once the enforcement period begins. Councilors asked how the apron is owned; staff said ownership varies and in many cases the apron is city right-of-way.
The ordinance was adopted by roll call.
